The 16-year-old burst into the spotlight by scoring a stunning goal against Sheffield Wednesday in October.
His goal made him the youngest-ever scorer in the Football League; he struck 10 days short of his 16th birthday.
The fee is believed to be around £500,000 and he will finish his final year at secondary school in South London before making the move to Merseyside next summer.
Wycombe captain Gareth Ainsworth had urged Ibe to continue his development at Adams Park but it is thought the club decided to cash in on the teenager before the controversial Elite Player Performance Plan begins next season.
The plan replaces the current system of tribunals with fixed tariffs for the transfer of home-grown youngsters.
